We have learned that DPSST has investigated William Bailey’s academic background and concluded that he has a sufficient number of credits for his Management and Executive certifications.

DPSST has issued a letter reflecting their investigation and we have provided screenshots of the letter below.

Our article “Dishonesty, Incompetence or Both? You decide.” (since deleted) was written based on two factors:

Information we received as a result of a third part public records request (PRR) to DPSST, and more specifically based on the response to the PRR provide by DPSST for William Bailey’s certification records.

The following is an image of DPSST’s reponse to the PRR. Note DPSST states it made a “Full Release” of the requested documents. A link to the full document is provided below.

The above PRR should be on file with DPSST and itself subject to PRR by interested third parties should they wish to get the information we received for themselves.

In addition we examined Captain William Bailey’s online DPSST IRIS record and confirmed he had only 89 credits when we wrote our original article.

DPSST requires 90 credits for the management and executive certifications. (His records has since been updated to reflect 90 credits).

In fact, DPSST’s own website states that an applicant’s IRIS information much reflect 90 credits PRIOR to applying for certifications as shown in the image below:

William Bailey’s DPSST IRIS record listed 27 credits from UAG. This was the number of credits he had ATTEMPTED at UAG based on the information DPSST provided in their PRR response for his records.

It also matched the number of credits listed in his online DPSST IRIS record.

Summary of course information provided in Bailey’s DPSST provided UAG transcript This showed 27 attempted and 24 earned credits.

In it’s letter saying William Bailey has completed the required hours for his certifications, DPSST writes there was an additional page on Bailey’s transcript from University of Arkansas at Grantham (UAG) showing he earned an additional 6 credits from two courses he had taken in the 4/7/22–6/7/22 term.

The first page of Bailey’s transcript page was NOT PROVIDED as part of the responsive records from DPSST. In fact, in the DPSST document provided in response to the PRR only pages two and three of the transcript were provided (link to document below).

We naturally, and we believe fairly, assumed that the first page of Bailey’s transcript was not provided because of privacy concerns.

Why DPSST didn’t provide this first page of Bailey’s UAG transcript as part of the responsive records when they specifically state they had made a full release of his documents is something we cannot explain. We have provided a link DPSST’s PRR response below.

DPSST’S LETTER AFFIRMING BAILEY’S MANAGEMENT AND EXECUTIVE CERTIFICATIONS

Below are screenshots of the letter DPSST sent describing their investigation into William Bailey’s certifications.

SUMMARY

DPSST has publicly stated that Captain William Bailey has earned his Management and Executive certifications. We obviously accept their investigation and ruling in this matter.

Our original article was based both on the information DPSST provided in response to a public records request as well as information contained in William Bailey’s online DPSST record.

In response to DPSST’s ruling, we are adding a note in front of our article Dishonesty, Incompetence or Both? You decide.” clearly indicating DPSST’s decision. We believe this is the fair and correct thing to do

Furthermore, we will completely remove the article in the next few days after folks have had a chance to see our note should links to it still be floating around.
